In the summer of 1993, NGAUS sponsored its first national symposium at The National Guard Memorial in Washington, D.C.
The symposium, "The Abrams Doctrine: Then, Now and in the Future," featured retired Gen. John W. Vessey Jr., Dr. Lewis Sorley, retired Lt. Gen. Herbert R. Temple Jr., retired Gen. John R. Galvin, Gen. Dennis J.Reimer and Gen. Richard Trefry. Retired Maj. Gen. Bruce Jacobs and retired Maj. Gen. Francis S. Greenlief, served as moderators.
The panel of military and academic leaders agreed that the Abrams Doctrine, which institutionalized the Total Force Policy, was validated during the Persian Gulf War.
